It's a way off, who do you think will finish the 2015 NFL season with more TD passes. Cleveland's hopefully reformed QB Johnny Manziel or Tampa's #1 overall Jameis Winston (also hopefully reformed)?   Cleveland has the better OL, Tampa has better targets to throw too.
