If you arent familiar with the rating it is basically an opponent adjusted metric for rating teams. It was 65% picking games against the spread this week so it is obviously very effective. This early in the season it partly relies on preseason polls and as the weeks go on it phases those out, which is giving OSU a big boost. These ranking sometimes have a couple weird team either they don't believe in or really love. However it is a much much better ranking than any you will see by humans in the media.
OSU is second just behind Alabama, OSU is ranked 5 on offense and defense. Indiana is actually ranked 32 and if that ranking holds up that 42 point domination is scary. Cincinnati is also ranked 59 which is another very good performance against a not terrible team.
The more surprising ranking though is Wisconsin is 5 and essentially tied with Georgia for 4. As preseason rankings continue to phase out Wisconsin should continue to rise.
