Maybe Herbstreit is making a couple assumptions:
1. Bosa would need to be healthy by end of year to be fully geared to earn that berth.
2. OSU learns to play without fear again.
Following onto Herbstreit's OSU #2 call, and watching LSU's unbelievable progress, regardless of Ed Ogrebegone HC, here's my CFP fantasy final 4.
1. Bama -> CFP finals
2. OSU -> CFP finals -> CFP Champions, obviously.
3. LSU
4. ND | ACC champ (don't care)
ACC, PAC12 might get left out to another SEC team and ND.
Ok, so a lot of this needs vetted, but here's what I see as LSU tail risk for this to happen... in addition to ACC and PAC12 both having 2 loss champs, LSU would have to beat Georgia and lose to Bama by a small margin. BUT could you imagine the viewership of ...

Well, golly, it's ESPN, so we need 2 SEC teams to prop. Why Georgia? Georgia's best win was against then #24 SC -- were they forgetting LSU's wins over #8 Miami and #7 Auburn?
LSU can also beat Georgia and IMO, keep it close or even beat Bama.
