I'm surprised nobody has brought this up.
For the majority of the 2017 season, other than the games themselves, we've heard Urban talk about Tate's practices, and how good hes doing. Hes been called a nightmare to defend on the practice and scout teams. Combined with the comments we've heard about him so far this offseason, there's a clear reason Urban can't make his choice.
Many here believe that its Haskins job to lose, unless Burrow snatches it. It's not a bad thing to believe that either: both QB's have seen gametime (mostly garbage time), while Tate redshirted. It's logical to believe that this is a two man race. However, its not. This makes me believe that the coaching staff is leaning to start Tate.
It's not a stretch. We're talking about a kid who was once the best player in the country in high school. He's a 3 time national champion. Dude is a gamer, an absolute monster. His performance this offseason must be making things hard, or else we'd know he's ruled out.
