So I moved into a new apartment complex built here in the Ohio Valley. The place I lived at before paid my water, but I paid everything else. Here, I also pay for water. Now, I used to pay for water years ago at an even older place but what surprised me was this months water bill.

I have been there since June 15th. The first month's bill was only 40 cents. 20 cents for sewage and 20 for water. However, I know that sometimes the first month is strange.

The second? 5 cents. All for sewage. 0 for water. I use a lot of water. We have a washer/dryer/dishwasher and 2 bathrooms with showers. For the whole month, I was charged for nothing on my water. Why?
