While the title on this seems to be specific to addressing if everyone has to start at the same time it has implications as to really what the NCAA has control over, including the definition of being "open" which seems to contradict his statement a few days ago that no school will be allowed to have sports if they do not have students on campus yet today he says this

"These are localized decisions," Emmert said Tuesday. "Local campuses have to decide: Are we opening up, and are we bringing students back to play sports? The NCAA doesn't mandate that, nor should it. The schools themselves have to make those choices."

So does the NCAA think they can dictate to the schools or, as this quote pushes towards, will it be left up to the schools with no need to get the NCAA to approve of what they are doing?
