If A Shorter CFB Season Is On The Horizon, Could This Be The Solution?

With all of the talk of whether or not a CFB season with occur, be shorter, not happen at all, or something else, what if this could be a good thing? This idea is only for the 2020 season with the extraordinary circumstances, but would hopefully cause permanent changes.

Proposed solution:

- A shorter season this year that begins at the end of September or beginning of October. - - Only in-conference opponents will be played and all other OOC games will be canceled. - - The schools that are being paid to get destroyed by a P5 school will still get paid (the schools that were paying can afford this). 

- All conference MUST play the same number of games. Either 8 or 9, but I'd prefer 9 for a longer regular season. This would force parity across college football and create equal schedules. This change will become permanent which is a GOOD thing.

- The rest of the post-season would essentially be the same as in the past as we'd be (hopefully) far in the clear of COVID-19 at that point.

Obviously most of this post is written for the purpose of "forcing" parity across P5 football to create equal schedules, but it could work really well during a shorter season. It would remove OOC games which would be a problem when it comes to comparing cross-conference opponents to determine how good some teams are, but that would only be for this season.
