Should Assistant Coaches Be Considered for the Hall of Fame?

read an article on espn on bud foster, long-time assistant coach for Virginia Tech on retiring after this season and then the talk about how no assistant coach / coordinator / line coach has made it into the college football hall of fame (as well as pro and basketball):

should assistant coaches be considered for the HoF?  if their preference is not to be a head coach, but have had great success, shouldn't they?  i know it's hard to quantify...

my initial thought was that our own Larry Johnson should be in the Hall of Fame with all the product that he's churned out...  no doubt about that.
