I say Tate never stepped out, therefore was fair game. 

Others say his intent was to run out, so it was cheap to tackle him in bounds. 

Weber trucked that guy earlier in the game. That guy went out. That guy lit up Tate. Tate came back and ran all over them for a td. Good job Tate.
