Were Dystopian Cult classics of the past overly optimistic?

Here is a scene from the movie Brazil that I found a bit disturbing when I first saw it maybe around 1990 the movie was made in 1985):

In less than 35 years the dismal dystopian vision is outdated.

or am I just paranoid?
