In all reality they don't need this. They just need to enforce the rules they have right now even if it happens to be enforcing them on a potential heisman winner playing on a mnc team.
The only reason they didn't suspend Newton is because they didn't want TCU in the title game. They wanted another SEC team...gotta love that ESPN and Mike Slive control college Corvallis.
