I think Teddy might become better than Cam, he reminds me of a young Tom Brady. Derek Carr could also be higher I really think he can be great. With Jameis being number one I think its because he's really special, he has some bonehead moments but this is a Tampa team that won two games last year, they lost by 3 missed field goals to the Texans, and an inexplicable one point loss to Washington.
