Is institutional control involved?

This review in Wall Street Journal of Connor Stalions "career" at Xichigan looks like someone who was brought in and simply allowed to run his own show. No monitoring of his activities, no efforts to make sure he was aware of and operating within current NCAA guidelines and apparently no direct management. The guy even had a budget for his activities. One loose cannon could be excused. When combined with a member of their staff being arrested as a potential pedophile and a defensive coordinator fired for potential interstate wire fraud in a case still pending FBI investigation this begins to seem like a program with no real supervision. Sure looks a lot like the inmates are running the show in their athletic department.
