It's likely but not a given the Bucks will be unable to play Sparty.
Assume OSU beats TTUN and finishes 5-0.
Assume Indiana finishes it's season at 7-1.
Personally I think it would be an injustice to the Indiana football team and their fans to change the rule. I also think some in the media would be very critical of such blatant preferential treatment.
So, in my opinion the game with sparty and TTUN are crucial for the Bucks aspirations to play in the BIG championship and earn a spot in the CFP.
Currently the league has at least two teams each from the different divisions who meet the 6 game minimum requirement.
As I see it, no rule change would be necessary. Northwestern and Indiana have both met the 6 game league minimum.
If none of the teams in their respective divisions met the 6 game minimum then it would be justified to modify the rule.
