In my mind the only way the current NIL Wild West situation can be regulated is if scholarships start to resemble multi-year contracts with a tiered structure now that schools are directly handling NIL and revenue sharing.
Say the longer you sign on for the bigger percentage you're able to get a cut off from the start, but then also make it incentive based so that you could effectively renegotiate if you happen to meet those goals. Players should get the same bonuses coaches do for being All-Conference or All-Americans, reaching the playoffs, etc.
Only when a team is unwilling to meet a number should the player be allowed to hit the NIL portal, unless there's a mutual agreement or the current circumstances like a coach being fired/leaving, medical, or family reasons, etc. The original team should have the chance to match also.
IJS coaches/teams shouldn't be forced to recruit and renegotiate every year. It'll keep getting further out of hand, but this at least allows some fairness to everyone involved.
