Yesterday I saw two of these penalties enforced when it seemed to me that it should have be offensive movement. In one a BYU defensive lineman entered the neutral zone between the center and RT guard of Michigan's line. He was very close if not back to his side of scrimmage when the Michigan's left tackle purposely jumped while pointing to that BYU player. Everything I read states that the player close to the offender is reacting to that infraction by being startled or thinking contact will happen. That player was not reacting and it wasn't close. I've been seeing this more and more(twice in different games yesterday)of this to the point they might as well call the penalty every time a defensive player enters the neutral zone so it's fair to everyone by not being screwed up by bad officiating.
Should neutral zone infraction be changed?
