If Anzalone or Dorian O' Daniel (who had Michigan as his favorite and was also turned away, now committed to Clemson) turn out to be All-Americans, Hoke may regret it.

Saying something like, "Not saying that he would've have been ours," is a way to put it out there in readers' minds without the writer taking ownership of the idea. If you can't say it with any confidence, don't say; if you can say it with confidence, put some manhood behind it.
In reality, we don't know whether Anzalone was seriously interested in Michigan, to begin with. So, you're right, we "can't say it didn't improve [our] chances"; but we also can't say that it did, either, because we don't know.
If Anzalone wasn't much interested in Michigan, implying that it didn't hurt Ohio State for Hoke to drop him, is stating an irrelevancy - it also wouldn't hurt Ohio State if Hoke squeezed-out some more orange juice or decided to watch the season finale of Justified.
Then, you put Anzalone in the same sentence with O'Daniel, whom you apparently know more about (i.e., we supposedly know that his first choice was Michigan), a rhetorical device which might give uncritical readers the impression - by association - that Anzalone and O'Daniel are in the same category (Michigan leans that Hoke rejected) and/or that you know as much about Anzalone's intentions as you did about O'Daniel's.
Based on what we know, I think Anzalone is staying in the Big 10, and if I had to put money on it, I'd say its OSU. There doesn't seem to be a local pull from any PA school, so itd be a massive surprise to me if he isn't a Buckeye.
Mike Farrel is the only person who claims FSU as a leader for Levenberry. Of course he is the, "godfather of recruiting." (He is a joke) I like our chances with him, I actually like them a lot. He was supposed to leave yesterday, but ended up staying through today in Ann Arbor.

Fortunately, we have Alex - one of the best, most reliable & careful, recruitniks in the "business" (poor Alex is not getting paid) - feeding us well-supported tidbits of information. Beyond relishing the news of scheduled visits, verbal commits, and lamenting that an Urbz-target seems to be going in a different direction, etc., though, what are we (lovers of discussion) supposed to say when Alex informs us that, for example, Anzalone is coming for the spring game, that we can actually say with any degree of confidence . . .
"Actually, I like player-X even better than Anzalone."
"Michigan wasn't really going after Anzalone, anyway."
"We're losing the state of Ohio."
"Blah, blah."
So, a recruiting-obsessed fan watches some five-minute highlight videos of three players who've received committable offers from Urbz and decides he likes player X the best, player Y the second best, and player Z the third best. Yet, for all we know, Urbz has ranked the three in reverse order.
We don't know (unless Alex, or so,meone as soild as he is tells us what to know). We also don't know if player Y is only paying lip service to Ohio State (or Michigan). With the help of guys like Alex, we kinda piece together some information, but usually not enough to make a meaningful argument about which player would be best for our program three years down the road and/or deduce the intentions of various players and coaching staffs.
Consequently, commenters like Hail - who normally make good, logical comments - end up making convulted statements and, when I point that out, I get accused of reading too far into what they wrote, when I'm simply following their (lack of) logic.

Not addressed to me but word is that FSU is the leader for Levenberry, but UM fans adamantly dispute with the fellows over at Rivals about this.
