1. Baylor 93.4 - 17. Seth Russell 77.8
2. USC 93.3 - 2. Cody Kessler 91.9
3. Texas Tech 92.9 - 3. Patrick Mahomes 87.7
4. Stanford 87.2 - 6. Kevin Hogan 85.9
5. Ole Miss 86.1 - 7. Chad Kelly 84.2
6. TCU 85.7 - 15. Trevone Boykin 79.7
7. W Kentucky 84.7 - 4. Brandon Doughty 87.3
8. Bowling Green 83.7 - 19. Matt Johnson 77.0
9. Navy 82.8 - 31. Keenan Reynolds 70.5
10. Notre Dame 81.7 - 21. DeShone Kizer 75.3
All but 1 have QB's in the top 21 in QBR except for Navy who is at 31. Which is still fantastic considering their offense.

Obviously offensive efficiency takes into account more than just QB play and turnovers are hurting, but this comparison shows a lot. Whoever the starter is, there needs to be improvement at the QB position.
