So I'm sure you've all heard Harbaugh's insane responses to questions recently about spring practice starting.  My question is...what's the rule on spring practice?  How come they are starting earlier than we are?  Are you allowed a certain amount of practice time in the spring - and Michigan just chooses to do it earlier?

What are the restrictions on starting time and total number of practices, if any?
