Based on this years performance from the pass defense I am still on the fence wondering if it is really a scheme issue or more of not having the proper player in the right position to make plays?

Eli Apple had one great play against VT when route matching a receiver but we've also seen him lose 1-1 battles with receivers in tight coverage. Doran Grant hasn't been great in 1-1 situations as well and I don't think I've heard Armani reeves name all season. I think this question best applies though to our safeties. I haven't seen tyvis make a play on a ball so far this year. Vonn Bell, lost his 1-1 battle with the Cincinnati receiver on their first touchdown. 

So I ask, is it personnel or scheme? If personnel, who do you think should be changed?
