Here is a link to the article Intrinsic is referencing. It's a Substack published today by Matthew Plessinger. 

I don't know Matthew, but this is very detailed and well-researched piece. 

However, it makes several matter-of-fact mentions about the University being charged with LOIC. 

Many of us who were working last summer to break details about the charging phase were all but assured that they were charged with LOIC, but the subsequent Thamel piece informed by UM leaks only claimed a Failure to Monitor charge.

While the publicly-available information seems to support LOIC, we've not had any confirmation of that. An aggravated FTM charge would carry similar core penalties. 

Curious.
