Pick the vast majority of starters during spring ball,and give them the first team reps. The only group that didnt look out of sorts the entire year was the WRs. Guess what? Very short and simple rotation.

The D looked confused a majority of the season, and a very simple explanation for this is they're splitting starter reps between almost the entire position group.

Pick a depth chart. If the starter doesn't perform, put in the backup. Does this increase transfers? Possibly. But I'll take my chances on transfers in exchange for a unit that actually knows what it's doing.
