This is assuming Oklahoma and Texas bolt for the SEC. IMO, the B1G needs to really be brash and bold to create something that could be on par with the new SEC. I also don't think the SEC will end with those two additions.
I'm thinking 20 teams. Five divisions. The adds: on the western front, Nebraska needs some playing partners. Arizona, Colorado, USC, Oregon. On the eastern front, North Carolina and Clemson to solidify the recent Rutgers / Maryland additions.
Divisions:
West Midwest Great Lakes East
Arizona Illinois Indiana Clemson
Colorado Iowa Ohio State Maryland
Oregon Minnesota Michigan North Carolina
Nebraska Northwestern Michigan St Penn State
USC Wisconsin Purdue Rutgers
This gives interesting regional flavor and competitive balance to each of these divisions (Midwest may be a little weak).
Reduce regular season schedule by one game, create a playoff for the conference championship to be played by division winners, seeded by national ranking. 9 conference opponents and 2 non-conference. Lost game made up by intra-division games matching up the non-division winners, similar to championship week last year.
IMO, something like this is the only way the B1G stays on the same level as the SEC should Texas and Oklahoma move to the SEC.
