The sad thing is this is not anything new, nor are they alone. So this kid is now going to get 4 years of hype, pressure and if he doesn't "pan out" in HS shown the door. Fortunately, since the NCAA is clearly always looking act in the student athlete's best interests I'm sure they'll do the right thing.
Personally, I'd make any offer before the senior year commitable and non-revocable. You want to get in early? Fine, but there is a price and you're bound to your choice even if they kid isn't what you thought. Add in mandatory 4 year non-revocable scholarships, along with NCAA review of teams with too many "hardship" cases and you'd see things cool down bit.
