It was retired, but when Hilliard was recruited he was given permission to wear it, presumably as a tool to get him to commit.
You'll note above, and on the Jersey Listings on OSU's official site, that Chic Harley is not listed as a player who wore #47...even though that jersey was retired in his honor. Strange, isn't it?

I like the rare archival footage of Hawk with short hair.
It's really a sign of changing times that when Donley was here, the attitude was "Wow, with Art Schlichter at the controls, the Buckeyes are really passing like crazy now!" But Donley was still only getting 2 or 3 catches per game, even though he was a tremendous weapon (over 20 yards a catch). We were still a long way from truly opening things up.
