I'm happy for Damon Webb and believe re-uniting with Coach Coombs will give him the best chance to make it.

Congrats to him. Can someone tell me if this undrafted free agent is better than 6th/7th round selection? does this mean that he made the team?

People usually say UDFA is better than 6/7 round because at least you get to pick your own depth chart and coaching staff (like Webb just did) where you think you have the best chance to actually make the roster. 

None of these guys have officially “made the team” until the final cut downs after camp and the 53 roster is set. A team could hypothetically cut a first rounder if they wanted to (would hurt their cap and be a waste of a pick, but still).

You only get to pick your roster if more then one team makes you an offer. It's not as if you just show up anywhere you want and sign. Most guys only get udfa offets from a limited number of teams. In many case only one, or so I have been led to believe.

While I don't know for sure, I would think that Webb was able to choose from offers from multiple teams, and I would certainly think his familiarity with Kerry Coombs played a factor in him signing there (as well as in the Titans being interested in signing him). But that's definitely not the case fo every player who signs as an undrafted free agent, so some have to take whatever offer they can get.

What exactly does a free agent deal mean? Do they get  money ?  Guaranteed to make the team? Just want to know...

A free-agent deal does not guarantee that a player will make the team – neither does being drafted – but it does mean that they are on the team's 90-man preseason roster. Undrafted free agents are paid the rookie minimum salary, and their contracts are not guaranteed, but they are able to negotiate a signing bonus, which typically depends on how many teams are bidding on them to drive up the price. Undrafted rookie contracts are three-year contracts, while drafted rookie contracts are four-year contracts, but either one can be cut at any time. The drafted rookies, though, typically have more guaranteed money in their contracts – especially the higher draft picks – which makes their roster spots a little more secure.

They’re allowed to participate in offseason workouts and practices. Almost none of them get a signing bonus (though some occasionally do). 

They’re not in line to make a lot of money unless they actually make the roster over the summer, then they’d be at rookie minimum (600k-ish this year).

Webb drew praise from several draft analysts in the weeks leading up to the draft, with Pro Football Focus' Steve Palazzolo describing Webb as the "best pure free safety in the draft."

So the “best pure safety in the draft” doesn’t get drafted? How does that work?  Or does Steve Palazzolo not know what he’s talking about?
