Honestly, I would imagine that coaches can speak about players the school is recruiting for a different sport than what they're coaching. Of course, the NCAA rules contain so much backwards bullshit that it wouldn't surprise at all me if they could not.

Then here we go, courtesy of Chapter 13 of the NCAA Recruiting Bylaws:

13.10.2 Publicity Before Commitment.

13.10.2.1 Comments Before Commitment. Before the signing of a prospective student-athlete to a National Letter of Intent or an institution's written offer of admission and/or financial aid or before the institution receives his or her financial deposit in response to its offer of admission, a member institution may comment publicly only to the extent of confirming its recruitment of the prospective student-athlete. The institution may not comment generally about the prospective student-athlete's ability or the contribution that the prospective student-athlete might make to the institution's team; further, the institution is precluded from commenting in any manner as to the likelihood of the prospective student-athlete committing to or signing with that institution. [D] (Adopted: 1/19/13 effective 8/1/13)

Now, since Bylaw 13.10.2.1 governs conduct by a "member institution" the question becomes whether Dabo's conduct can be attributed directly to Clemson. Or stated another way, whether Dabo's status as HC of Clemson's football team makes him an agent or representative of the institution, for purposes of basketball recruiting. Unfortunately, the NCAA does not specifically and directly define what constitutes a "member institution." Nor does it directly address whether any distinction is to be made between the various athletic programs, except when it comes to coaching staff visits where it enforces its total number of permissible visits.

However, if one pores over the entire body of NCAA legislation on the topic, one will discover that the NCAA tends to broadly interpret what a "member institution" may be and appears to make no distinctions between the various athletic team staffs. The phrase "a member institution or any representative of its athletics interests" as well as phrases of substantially similar import appear throughout these bylaws. One prominent example:

13.01.1 Eligibility Effects of Recruiting Violation. The recruitment of a student-athlete by a member institution or any representative of its athletics interests in violation of the Association's legislation, as acknowledged by the institution or established through the Association's infractions process, shall result in the student-athlete becoming ineligible to represent that institution in intercollegiate athletics. The Committee on Student-Athlete Reinstatement may restore the eligibility of a student involved in such a violation only when circumstances clearly warrant restoration. A student is responsible for his or her involvement in a violation of NCAA regulations during the student's recruitment, and involvement in a Level I or Level II violation (see Bylaws 19.1.1 and 19.1.2) may cause the student to become permanently ineligible for intercollegiate athletics competition at that institution. (Revised: 7/31/14)

Based upon the foregoing, a strong argument can be made that Dabo's comments constitute a violation of Bylaw 13.10.2.1. The most severe sanction for such a violation however, by application of Bylaw 13.01.1, would have been the recruit's subsequent ineligibility to play for Clemson, a result which has been effectively mooted by his committing to Duke later that evening. Most likely, Zion's commitment to Duke would mitigate the severity of the violation in the eyes of the NCAA.

Finally, given Clemson's relatively close geographic proximity to UNC, a well and widely known NCAA safe harbor for duplicity, deception, dishonesty, disingenuity and general deviltry, it is highly unlikely that anything will come of it.

Zion looks sloppy to me. 

Worst game I have ever seen out of high school highlights was, he vs chino hills. It was worse than an And one game or and NBA all star game. 

Zero defense, travels all over the place, it was just odd to watch. Made me think less of Zions hype.

First time ever the top 3 players in 1 class are going to the same school (at least according to ESPN) but I'm sure it's the same for 247 comp. etc.  And their worst recruit is the top ranked PG and #8 overall.  Sucks to be them.

Seems like he was just answering a question without trying to recruit him.  That is how I see it.  How the NCAA sees it is anybody's guess.  Sometimes what the average person thinks is a major violation, the NCAA thinks it is just a petty thing.  And vice versa as well.  Who knows?  GO BUCKS!
