If you sign into the account that it was purchased under, it will appear under "purchased". We use the family share feature, so everyone can download from multiple accounts.
edit: sign into iTunes on the phone, not computer. The purchases should still be there. You may have to download again, but shouldn't be too bad.

Don't know why its like that. You can always purchase Apple Music, or ITunes Match. Both allow you to upload your library up to the cloud. You can then sign in to your apple ID on your phone. You'll then be able to play over wi-fi or download from the cloud.

Go to the iTunes app on your phone. At the bottom select the "more" icon. Next select "purchased". Then "music". At the top, select "not on this iPhone". You can download everything directly to your phone. Pro tip: Make sure you're connected to wi-fi before downloading the songs.
Although this will only work on tunes you bought from iTunes. Won't upload any other music that you may have in iTunes.

I have a shit-ton of music that was not bought from iTunes, which is why I commented. To be honest, we own a Pilates Studio, so my wife has a ton of shitty music. And I used to end up getting it on my phone/ipod/ect. I got sick of having friends or clients in the car and a damn Bieber song popped up on my ipod.

OK, so I did all of what you guys suggested, and some songs are still not showing up under purchased...probably 90% of my purchases are, but there are still some not showing up. I'll probably take it to the apple store because I'm tired of trying to get this shit figured out

As an alternative, you can also add your music to Google Play. ITunes has an IOS version of the app. It holds up to 50,000 songs in a Cloud.
I have an iPhone /iTunes as well and I use this as a backup seeing that it's easy and free.
