Aren't they all a risk? We can all name players that were hyped and ended up as complete busts. Conversely, we can all name great players from no name schools who were never heard of until they hit the NFL.
Sure, but some people have more proven physical and football tools. Doesn't mean they always translate to the NFL or that they'll continue to work hard once they cash that first check. But I think you can clearly make a determination of who (at this point) seems to deserve to be there and who does not. Those that don't are the bigger risks.
EJ Manuel may have some upside, but usually people don't draft QBs who aren't perceived as NFL ready in the first round.
I honestly do not see any of the QB's as NFL ready, and that definitely showed in only Manuel being taken. He was a risk, but what other QB really would have been a better choice?

He wasn't a 1st rounder but I have a feeling that Geno Smith is going to have a rough time in Jersey. He'll be on another roster in 4-5 years.
