Everyone is a cheater.Selective enforcement is the biggest problem, as with all law enforcement.GO BUCKS!

I think to truly reduce tripping, the rule book needs to be condensed and clarified with clear-cut penalties for clear-cut infractions.  Until this happens, I expect we'll maintain the status quo.

It may reduce the number of Level 4 infractions - inadvertent violations of silly rules.

How about this - if something is a level 4 infraction, it shouldn't be a goddamn rule to begin with.

That's exactly what I was going for with my wish for the rule book to be condensed and clarified.  Get rid of the petty BS rules and go with stuff that makes sense.

Edit - "to truly reduce tripping" should be "to truly reduce cheating".  I don't know how that happened, auto-correct?  Yet another case of where I am unable to edit one of my posts.

No, but it will create plenty of jobs working overtime to create the appearance of not cheating.

I don't really care how many phone calls a coach makes when he can get away with handing out cash as long as there's no paper trail, or can sign a whole extra class every 3 years and have it still be legal.

Depends on what you refer to as "cheaters" IMHO.  I felt that "only" Tressel and the Tat-gate guys who were directly involved should have been sanctioned last year (along with other improper benefits the players took...no matter how trivial we as fans thought it was).  However as we all know, that's not how things rolled.  It's unfortunate because many thought this team would be better this year with the addition of the new coaching staff.  It's a shame...a pathetic shame in fact that NOW the NCAA idiots make a change towards accountability for the head coach who's in charge of the team.  Just a year or two late...whatever is what I said this morning when I heard.  Oh well...the NCAA's a joke and should be changed from the top down (or perhaps FBS needs to just stop utilizing them for a governing body....just an idea, but a damn good one if you ask me).

NO, it will just change how they go about it

I didn't think the rules needed changed as much as they needed inforced & consistently.

If there is one absolute that can be added to the old death and taxes adage it is that rules will be broken no matter what the consequences are.  Tiered punishment structure or not.

Regardless of what the NCAA does, there will always be 2 groups of cheaters

1. Those who get caught

2. Those who don't

NCAA's new rules will deter cheaters just as good as the war on drugs has stop people from using drugs. People who want to cheat are going to do it regardless.
