So the summary of this article is that the Browns plan is to hire Kevin O'Connell as their QB coach. It just so happens that O'Connell is Marcus Mariota's personal QB coach. 

Since he is not officially a member of the staff, O'Connell can have unlimited contact with Marcus Mariota whereas other franchises are prohibited from contacting prospects until the combine.  

This means, if the Browns are serious about taking Mariota (as some reports have hinted at) they can get him comfortable with the new QB coach and potentially get him a head start on the playbook. 

Is this something that more teams (especially ones looking at a QB early in the draft) would look into doing for future drafts or is this surprisingly clever move stretching the rules a bit too far?
