I'm watching ESPN, and they are discussing whether or not Clemson should be considered "SEC Caliber."

I'm just curious: what exactly does that mean? And why does it have to be SEC? Can't it be a conference that actually has a playoff trophy to their name? When do things become "Big Ten Caliber" ?
