Apparently this rule only effects EZE. Braxton had his jersey rolled up a little bit showing the abs, which looked completely within the rules. My issues is with Hodges. All night his back pad was flapping out of control.
My thought was this rule was put in place to avoid the issue of the back pad being exposed. Apparently not, because either no one noticed it, or since his abs weren't showing no one cared.
A quick google search gave me this interpretation of the rule from fanbuzz.
Officials will treat illegal equipment issues — such as jerseys tucked under the shoulder pads or exposed back pads — by making the player leave the field for at least one play. The equipment must be corrected for the player to return to the game. The player may remain in the game if his team takes a timeout to correct the equipment issue.
I guess they were ACC officials, and he is "gods gift".
