Is it actually against some rule that a college team cannot work alongside a pro team in a limited scrimmage?

Imagine how a little friendly pre-season headbutting between Buckeyes and Browns would benefit (any college team).

If it isn't technically illegal to do this, why hasn't a college coach proposed some kind of collaboration with a nearby pro team?
