Draft status wise he was a bust, yes. But he is an excellent add to a team in need of a backup WR and a return man. You aren't going to have a lot of TD's in a backup role...

he doesn't even have 10 catches a year on average for crying out loud, he's just a flatout bum who is lucky he's still in the league at this point. i wouldn't sign him if i was an NFL team, he should be playing in canada or the arena leagues, thats about his talent level
There are career backups who contribute and aren't considered bust. He's only a bust because of his draft status, one that shocked everyone being taken that early in the first. He is still good enough to earn a roster spot and contribute on special teams, something most college players could only dream about. Most guys don't last 3 years in the NFL, he's been there 6, he's not a complete bust and will land somewhere.
Signing a player isn't about what they've done, when they were drafted, or what they earned. It's about whether their specific skills can do something that the team needs at a current price that the team can afford or considers equal to the need.
If the Bengals think they have a use for his skillset that will improve the team and the price they can get him for matches the value they place on that need, then they sign him.
Calling a player a bum or saying they don't have talent, as though "talent" is some specific compilation of skills that applies to every offensive system, is a little silly. Player's skillsets are much more specific than "talented" or "untalented" and not every system requires the same skillsets.
Ted Ginn is one of the fastest players in the league. He doesn't accelerate as quickly as someone like a Devin Hester or a Percy Harvin. I'm thinking the Bengals envision him as a special teamer and occasional fourth WR. That would place him on the field at the same time as Hawkins, which presents a big matchup issue for the other team on that down- do you place your starting CBs on the top two WRs, leaving Hawkins and Ginn against slower backups? Slant patterns galore are coming your way if you do....
I think this is a good look for the Bengals. May or may not work out, but I'd love to see Ginn there.
As a 49er fan, I'd like to see Ginn go. A solid backup and change of pace, but you can pick those up for 1/4 the cost in the draft every year. The answer is straight-line speed. It's unmatched. Look to the Olympics (not the CFL) if you want to find someone with that kind of speed. The guy was underutilized in S.F., but he did create advantageous field position via punt returns. If you (Brutus) know football, you would know how much a big punt return can swing momentum and change the whole game in a matter of seconds. You can't just find Teddy Ginn, Jr.-type speed in a given draft...it's not that easy. It's once-in-a-decade speed. That is why he was picked in the top 10 overall of his draft. He has not lived up to that top 10 billing as a receiver, but that speed is why guys who know more than us, who are paid to scout, analyze and draft players --- picked him that high. And, the reason you would still sign this guy 6 years later is --- he can literally win you a game or two, with a big momentum/game-changing return, (see the San Fran./Seattle game in '11). That speed is worth the risk. It's a low risk/high reward situation at this point, too...inexpensive for a short-term contract. With that kind of game-changing speed? Hell yeah you sign him. Kudos to the Bengals if they sign him. It's a SMART move.
I've never seen anybody else hit another gear like Teddy Ginn. When he finds that crease, puts his head down, hits that gear and sprints down that line...there is nobody who can catch him. Elite, world class speed. Good luck catching him! Even if you have the angle.

Ted was given only 2 opportunities in the Super Bowl this year. Opportunity 1: a long punt return which led to a score & gained the team some momentum. Opportunity 2: a punt return with a couple seconds left where the game was on him to win & it too was a pretty decent return. Of course, we all know he didn't get to the end zone...point being, he made something happen with the very little opportunity he had. Teddy's stats suck because he was given only a few shots in the past few years & had injuries....He would make a great return specialist for someone & I hope the Bengals grab him. Maybe he was a bust compared to where he was drafted, but he's as fast as they come & would be an asset to a team willing to utilize his speed. Ted was my favorite buckeye to watch. Boy was he fast, hopefully he can turn it around and start being more productive in the pros
