That doesn't necessarily mean he's not ranked. It just means they don't have enough info/ haven't done his rating yet.
Yup, nobody has evaluated him enough to give him a rank. Give it some time and he will be a mid 4 star, 92-94 if I had to guess

They haven't ranked everyone yet, he didn't have the best numbers or impression last year because his age likely. Hes now coming into his own and able to be ranked soon, they'll get to him.
