I've been browsing and reading since 8:30ish, and this is what I've seen as far as the PSU sanctions impacting the OSU recruiting class on 2014. With the bowl ban and scholarships it should hit hard on the 2014 class and beyond.
- Michael Ferns (LB) had PSU as a finalist, probably all Wolverine (per Brandon Castel at the Ozone), could respark OSU plans? But he thought OSU was too big.
- Drew Barker (QB) is no longer considering PSU (per Jeremy Birmingham at Rivals). Would have to think OSU and Alabama (maybe Louisville) are his leaders.

I don't think PSU was on the same tier as ND and UM for Ferns to begin with. I think it was their battle then, and definitely is now.
Barker is a little different, because he doesn't appear to be so eager to commit, and won't really name his top choices for a long time. Obviously he loves OSU and Bama, but other schools will pop up, and let's be honest, no top prospect outside of PA is going to Penn State is he has an offer list like Barker will have, sanctions or not.
I think Barker is OSU if he gets offered
