Madatory dick-measuring to combat SEC's agression on "best four teams" front. The B1G/Pac 12 is going to get the SEC to compromise, on what I don't know.
It looks and sounds like the B1G is setting this up for the agreement to be the top four teams with semi-finals at bowl sites, and the championship game being bid out to different cities, but the compromise coming in the form of a selection committee selecting the 4 semi-finalists. Also, factors such as strength of schedule and conference champion-status will be used to help "weight" the candidates.
This is the perfect scenario, IMO, and exactly what I hoped would be used. This way, it is not officially the "conference champion" scenario, but does place an emphasis on that. It also is not specifically the "top 4" that the SEC has floated, still using the ranking/BCS system to decide the teams. It would be a combination of both, and seemingly the best of both worlds.

Is there any shock here? Delaney has been the most vocal against any changes to the BCS the last few years. He's perfectly happy having 2 teams per year in BCS bowls and collecting money for the conference.
My money says that the ship's pretty much sailed for home-site semifinals. As asinine as it may be to hold them in bowls, it seems that it's the B1G's dream scenario, and I don't really see anyone else trying to fight for them. I'm betting that Delaney is drawing his line in the sand for the "Hybrid Model" of conference champs falling within the top six.
Have to say I'm starting to warm to the idea of conference champs. I don't much care about how we do the playoff, but with conference champs it will encourage marquee out-of-conference games, as opposed to the normal cupcakes we see now. Teams will have a vested interest in creating a good resume for their season, as opposed to scheduling cupcakes to bolster a possible undefeated run.
If you go the 'non-conference champ' route for playoffs, the SEC will claim (and already do) that they don't need to schedule a tough out of conference schedule because their conference is so tough.
Also, has anyone considered that it could be conceivable for the Big Ten to have 2 of the "best 4 teams" in a given year in consideration, say OSU & UM, for example, with one being the conference champ and the other as the runner-up, but if you go the 'conference champ' route, one of those teams will be left out of the mix.
Tennbuckeye - Many of the supporters of either the all champs system or the hybrid 3+1 system have addressed many times in multiple posts the possibility of two B1G teams being ranked near the top. The consensus among most of them is that if you can not win your conference, you don't have anything to complain about if you don't make it in. Your concerns, however, are a big reason the B1G (more specifically Delany) favors the hybrid 3+1 system (3 highest ranked conference champs so long as they are in the top 6, and a wild card of the next highest ranked team). This would accommodate any conference with two highly ranked teams. The scenario that you suggest would most likely not happen, as OSU and UM are in different divisions - it is more probable that the second team in from any league would come from the same division as the conference champ (just like what happened this last year with Bama and LSU).
Most of what is occurring right now is the B1G and Pac12 posturing themselves for the upcoming battle of deciding a 4 team format. Both the B1G and the Pac12 will most likely be happy to stonewall and settle on the existing BCS format if the SEC will not back down from their 4 top ranked teams demands. It should be interesting to see how this unfolds. The SEC will do their best to paint the B1G and Pac12 as the bad guys. They have already done so by completely ignoring Delany's idea of a hybrid 3+1 (explained so well by Rittenberg) and stating that the B1G is only interested in an all 4 champs model.
