It says that is only for kickoffs and punts AFTER A SAFETY. I personally hate these rules moving the kickoff up though. You are destroying an integral part of football by limiting returns. PEOPLE ARE GOING TO GET HURT, IT'S FOOTBALL.
These rules are so stupid. It's football, kids are unfortunately going to get hurt no matter what. I agree with you ourhonordefend, totally takes away from the excitement of the games.
I don't understand the limiting kick coverage teams to 5 yards from the ball either. These kids are freak athletes and limiting their "head start" isn't going to make the impact 30+ yards down the field any less forceful. They will still be running at full speed even if they didn't get any yards to get moving.
I'm for it, as this will hopefully finally eliminate teams punting the ball inside their own 45 yard line.
Touchbacks on punts still go to the 20. It's only on free kicks (kick offs, free kick after saftey) where a touchback goes to the 25. Kirk Ferentz can rest easy.

As for a player losing his helmet; what if it's a running back who loses his helmet in the middle of a play? Is he really supposed to just stop running? The last part makes it sound like it may be up to the judgement of the ref. Gah, I'm so confused...
Additionally, if a player loses his helmet, he must not continue to participate in the play, in order to protect him from injury.
If a quarterback or running back loses his helmet late in the fourth quarter of a close game, you can bet coaches will be screaming for flags. Sometimes helmets just pop off, and there could be cases where there is no threat of injury. Regardless, that player must sit out the next play.
i do not see how they can keep that helmet rule/suggestion intact. Really? telling a kid he has to stop when his helmet comes off? Thats BS. The player is not going to stop. Its all about the team. Are the ref's gonna call an unsportsmanlike conduct on the Player who makes a tackle without a helmet? RB's have to stop? linebackers let the RB waltz right into the endzone? Get real NCAA
