What are the rules/tiebreakers for being named a "Consensus All-American?"

Just out of curiosity if anyone knew the full rules to being named a "Consensus All-American." I know that if you are named to the 1st-team All-American by 3 of the 5 major All-American teams (AFCA, AP, FWAA, Sporting News, and Walter Camp), it makes you an automatic consensus All-American.

However, if no single player in a position gets more than two 1st team honors out of the 5, it is possible by tiebreakers to still be an consensus All-American. Does anyone know the tiebreaker rules?

I'm mainly curious because I saw that Curtis Samuel was named to the 1st team as an All-Purpose by AP, and an ATH by Sporting News. However, 2 of the 3 remaining polls don't even recognize those positions, so is the ATH/AP position ineligible to be consensus unless they are recognized by the AP, SN, and AFCA?
