I'm watching the UCLA-Utah game and a Utah player had a nice INT off a tip. Then the ball was given back to UCLA because of a roughing the passer call.

This is a question that occasionally pops up while watching games with some of my friends: Even though the penalty had nothing to do with the interception, should it still negate the interception, or should it be taken away from the end of the return?
