50 helemt stickers I believe is the magic number. When you reach that number, you will be able to see the up and downvote option next to the posts.

Just keep commenting and checking your account to see how many you have accumulated.

When you get upvoted you get a helmet sticker. If you get downvoted, you get one taken away. You can view how many you have under "My Account"

I have 77 helmet stickers and cannot upvote. I also do not see any info on it on either the "commenting policy" page, the "about", page, the "my account" page, or anywhere else.
