Considering Seagal has now reached his 'Fat Elvis' days, I'd go with Chuck Norris.
Chuck Norris in the past and present! They are both heavily trained in martial arts but two very different styles I would go Chuck Norris he was trained by Bruce Lee so that in its self is enough for victory.

Seagal uses Aikido. Aikido's core tenet is to not injure your opponent.
Chuck Norris founded his own fighting style, Chun Kun Do. No contest.
Even Jean Claude Van Damme, whose training included ballet and gymnastics, could kick Seagal's ass.
^^^^^ Van Damme was a black belt in Karate. While Segal was a 7th degree black belt in Aikido as well as the first non Japanese operator of an aikido dojo in Japan.
Segal had 6" height and probably 70 lb weight advantage on Van Damme... I beg to differ.

Can you give me a link to that? I am not going to flat out say you are wrong but I have my doubts about your comment. I have been teaching forms of self defense that derive from Aikido. I assure you that many techniques using your opponents body weight against them and manipulating them with joint locks, are not pain free or injury free. The training I received to be an instructor accepts an injury rate at 10%, meaning that there is a very high likelihood that 10% of your class will receive some sort of injury while going through the two week certification. That being said Aikido is very useful against an untrained assailant but I wonder how useful it is against a skilled attacker. I can't believe I am actually answering this question, I fully thought to avoid this subject all together but somehow I am compelled. In the world of MMA anything can happen during any given fight (Look at Kimbo Slice vs.Seth Petruzelli 2:30 mark http://www.youtube.com/watch?v=KkcDks1kLl4) but my money is with the guy that made an name for himself in actual competition. The immortal Chuck Norris.

google Aikido. There are any number of websites that attest to Aikido being so far removed from most other forms of martial arts in that injuring your opponent is discouraged.
